Launch a shell in embedded systems

Hi,
The requirement is in embedded system we burn the image onto the flash and 

run the image with minimal filesystem support. Now when they run the image 

they want a shell so please explain me the steps[in detail will be better] 

to make it working. 

We have a 2serial port[Uarts] connected to our board.
