[Buildroot] [PATCH 3/4] support/testing: fix TestATFAllwinner test

Fix U-Boot config snippet in TestATFAllwinner. Bump U-Boot
version to fix DTC build on hosts with gcc 10 and add
pylibfdt dependency.
