Not sure what you mean with "this"?
The OPENSSH_PERMISSIONS block is needed when not using systemd and it
is only active then.

syslog.target is long long gone, and the syslog will be
unconditionally available

I taken that from debian, I could not argue against it (there is a
long discussion which I linked above).
Can you argue *for* mixed?
