[Buildroot] [PATCH 1/2] ltp-testsuite: disable numa tests

The LTP_CHECK_SYSCALL_NUMA autoconf macro uses AC_RUN_IFELSE when it
detects the numaif.h header. This is incompatible with cross
compilation.
