I'm far from a cmake expert, but I would expect something like:

KMSXX_CONF_OPTS += -DCMAKE_C_FLAGS="$(TARGET_CFLAGS) -fno-dwarf2-cfi-asm"

Would work. rpi-userland does something similar.
