[Buildroot] Bare metal toolchain support?

No, but this is generally not needed. A Linux-capable toolchain is
capable of building userspace applications, but also the Linux kernel
and bootloaders like Barebox, U-Boot, etc (which you could build with
bare metal toolchains).
