[Buildroot] [PATCH] util-linux: bump version to 2.24

Removed "support older machines" patch as it has been fixed upstream,
fixed up other patches.

This removes some arch-dependencies in fdiskbsdlabel.h, fixing the
build for the ARC-architecture.
