This is actually only for avr32 using external toolchain, right?

Another way to fix it would be simply to default to 2.18-avr32-1.0.1 for
avr32 in binutils.mk:

ifeq ($(BINUTILS_VERSION),)
BINUTILS_VERSION = 2.21
endif
