[Buildroot] [PATCH v3-resend 1/2] usb_modeswitch: update to 1.2.3

I believe I have implemented all changes requested. I have tested and this
builds fine for me with no error. I have installed the whole images onto my
devices. Both a synapse E10 and an at91sam9g20evk
