Yes, that's the problem, even if they were similar it shouldn't be used.
Try changing...
$(MAKE) CC="$(TARGET_CC)" -C $(@D)
to
$(MAKE) CC="$(TARGET_CC)" AR="$(TARGET_AR)" -C $(@D)
in package/iproute/iproute2.mk
